Purchasing sees one description, finance pays another invoice and a broker handles the declaration. Every department has seen a document. That does not mean anyone has checked the complete transaction.
The useful question is not who said the shipment was cleared. It is whether the business can produce the information supplied, the reasons for changes and the approval record. Outsourcing work does not automatically determine where legal responsibility ends.
What to check first
Establish the facts needed for the decision, then identify the missing records.
- Delivery and declaration accuracy are separate questions.
- Compare purchasing, payment, shipment and declaration records.
- A transit location does not establish manufacturing origin.
- Keep the record of who supplied, changed and approved information.
- Refer specific customs obligations to qualified professionals.
1. News observation: one shipment, several records
The US DOJ announced a civil action against Uni-Tile and its chief executive on 7 October 2026, updating the page on 8 October. It alleges inaccurate import declarations and seeks duties and penalties. Liability has not been determined.
Our analysis concerns business records, not additional allegations about this or other suppliers. Whether goods exist and whether their declared details are accurate require separate evidence.
2. A broker still needs a clear instruction record
Identify who can supply declaration information, which version the broker received and who reviews material changes. Without that record, everyone may later describe their role as merely forwarding a document.
Finance need not become a customs specialist. It does need identifiable questions, supporting records and documented professional answers. Missing information should remain a visible gap, not be covered by a claim that everyone in the industry does the same thing.
3. Reconcile five parts of one transaction
01
Goods
Match specifications, packing lists, receipts and declared descriptions.
02
Price
Explain differences between the contract, invoices, adjustments and actual payment.
03
Origin
Distinguish manufacturing evidence from the route used for transport.
04
Parties
Document relationships among seller, exporter, payee and importer.
05
Versions
Preserve the original, changes, reasons and approvals together.
4. Classify the discrepancy before assigning blame
Translation, units, discounts and genuine corrections can create differences. Other discrepancies may be substantive. Turn each into a question that can be answered with original records rather than labelling it fraud at the outset.
Separate verified facts, explanations and professional conclusions. Do not backdate documents or retain only the version that looks consistent. A review needs the history of the transaction, including unresolved differences.
5. Coordinate the response to an inquiry
Assign one owner to coordinate purchasing, finance, logistics, the broker and counsel. Preserve the notice and establish the response deadline. Different departments should not independently answer from incomplete records.
Whether to correct a declaration, provide further material or pause activity depends on the rules and advice applicable to the transaction. An evidence review supports that decision; it does not replace customs or legal expertise.
6. How Relieved Xianyu can assist
We can organise a transaction index, public company background, authority relationships and document-version timelines. A clear list of unexplained differences helps counsel and trade specialists ask focused questions.
Work is limited to public or lawfully authorised material. We do not provide evasion methods, private customs access or assurances of a favourable outcome. Scope and information limitations should be agreed before work starts.
7. A final reminder: replace reassurance with a record
When told the broker handled everything, check what the company retained. Access to the records and a clear approval trail are more useful than looking for one person to blame after a dispute.
A business need not master every technical discipline. It should still know which information was used in its own transaction.
Frequently asked questions
Why review declarations if the goods arrived normally?
+
Delivery establishes that goods were handed over. It does not independently validate declared value, description or origin. Compare the order, invoice, shipment, payment and declaration together. Ask for commercial explanations of discrepancies and obtain professional advice where necessary rather than treating a receipt as a complete compliance certificate.
What should we retain when a broker handles the filing?
+
Keep the engagement and authority terms, information supplied, filed copies, amendment correspondence and material approvals. Exact retention duties depend on the jurisdiction, but the business should be able to reconstruct who provided what. A final invoice alone may not explain several changes made during the declaration process.
Does a document mismatch establish supplier fraud?
+
No. Translation, packaging units, discounts and legitimate corrections can cause differences. Establish the source and explanation before drawing a conclusion. A useful report separates verified facts from statements and open questions. Do not circulate accusations to other customers or counterparties merely because one field does not match.
Does transit through a country establish origin?
+
Not by itself. The transport route and the applicable origin determination are different questions. Qualified trade advisers should assess the relevant rules and production evidence. Preserve the available manufacturing, transaction and shipping records; do not substitute an oral assurance or rewrite an origin statement to fit an existing explanation.
Should we replace old documents when an error is suspected?
+
Do not first create a cleaner-looking set. Preserve originals and versions, record when the issue was noticed and seek advice about any correction or response obligation. Genuine corrections should have reasons and an audit trail. Backdating or discarding earlier material can make it harder to establish what happened and who was responsible.
Can Relieved Xianyu determine our customs liability?
+
Our role is to organise parties, document versions, public background and unresolved evidence within the agreed scope. Specific duties, declaration rules and liability require qualified advice in the relevant jurisdiction. The service does not guarantee compliance or immunity. An initial review can be limited to one transaction and a defined set of questions.
